It is not a snack no one eats paper and/or wax.
I would guess it is either wall paper or scrap booking paper of some sort or perhaps shower curtain squares? Maybe cut up inflatable pool squares, then it is either sponges or wax cubes or really big crayons, you have in the bottom corner. the top corner is either some sort of poles or tubing of some sort so perhaps this is a craft recipe of some sort.
Items for a back drop perhaps? Or redecorating the bulletin boards?
It could be those papers you see at the bottom of the baskets they bring you nachos or fries in. then what you are doing with the wax is really confusing or perhaps it is just FUSING.
It is a paper plate that has been decorated with wooden pieces fastened in the center to represent buttons. It looks like it might be used to represent like the sonar screen for agents to receive signals, etc.

I think it is a craft where we make colorful disguises because it just doesn’t look eatable.
